How to Complete All Hallows' Eve
Listen to the Mysterious Signal:
The first step in this quest is to listen to theMysterious Signalthrough the Pip-Boy’s radio. To do this, head to theRadiotab in the Pip-Boy’s main menu section. Select ‘Mysterious Signal’ from the list of available stations and signals. The sounds you will hear are truly mysterious, and sets the stage for the quest as a whole.
Investigate the Source of the Signal:
Checking the map, the signal appears to be coming from a location east ofDiamond City. When you make your way down to the location, you find that it is coming from theHarbormaster Hotel. Watch out for the Raiders covering the front of the building. Once it is clear, head into the hotel to continue the quest.
Once inside the hotel, look for a set of doors that lead to the ‘New England Technocrat Society.’ Heading through the doors will fulfill the ‘Investigate the Source of the Signal’ task.

Investigate the New England Technocrat Society:
This is a very brief task that only stays active for the time it takes you to enter a room. Once you are in the main chamber, a large group of Feral Ghouls will begin to attack, setting off what seems to be several gas bombs that will disorient the Sole Survivor.
Defend Yourself from the Feral Ghouls:
As the gas fills the chamber, several ghouls will attack. Dispose of them quickly to reveal the ‘boss’ of the chamber,Mr. Wendt. This legendary Bloated Glowing One is the only real challenge. After you defeat him, the task will switch to escaping the room.
Find a Way to Escape:
On the right side of the stage, there is a hallway that leads down to a locked door. On the side of the door, you will find a keypad. If you have at least 5 Luck and 5 Perception, you can guess the code. If not, you will have to search the rooms in the hallway to uncover the code.
Search for Password Clues:
The first step is to read Lana’s Notes. The document will reveal that, though there is not a number in the room, there is a specific number of a certain object in each room. Count the object to get the number for that room.
Room 4:
Keypad Passcode: 4346
Use the passcode to open the door, then head to the terminal.
Examine the Control Terminal:
Head straight into the room and use the terminal. Select theSystem Controlsoption, and turn off the AI Control. This will turn the gas off in the main chamber. You can also Unlock the Safe.
Pick Up Picket Fences Halloween Special:
The final step in ‘All Hallows’ Eve' is to pick up the special Halloween edition ofFallout 4’s Picket Fences magazine. It is sitting to the left of the terminal. Once you have it, the quest will come to an end.
